Keystone Public Adjusting is a family-operated firm with roots in both construction and insurance adjusting. When founder Dee Holt entered the adjusting profession, her son-in-law, Zach Milner, helped train and mentor her, drawing on years of experience handling complex property claims across the country.
Dee went on to handle more than 4,000 insurance claims of her own, including catastrophe, total-loss, and large-loss assignments. Together, Dee and Zach bring more than a decade of combined adjusting experience, extensive construction knowledge, and a unique understanding of the insurance claim process to Keystone.
Today, they bring that experience to the other side of the claim, the policyholder.

Dee Holt is the founder of Keystone Public Adjusting and brings seven years of experience as an independent insurance adjuster to the policyholder side of the claims process. During her adjusting career, she has handled more than 4,000 property claims on behalf of insurance companies across the country, working with dozens of insurance carriers and gaining firsthand knowledge of how property claims are investigated, evaluated, estimated, and resolved.
Her career has taken her from property losses throughout Utah, Nevada, and Arizona to catastrophe deployments across the country. Dee has worked claims resulting from wildfires, hurricanes, floods, hailstorms, and windstorms, along with total-loss and large-loss claims involving significant property damage.
Her understanding of construction, however, began long before her insurance career. Dee grew up working on construction projects alongside her father, who made sure his two daughters learned their way around a job site. Those early experiences gave her a practical understanding of construction that would later become invaluable in evaluating property damage and preparing repair estimates as an adjuster.
After years of working claims on behalf of insurance companies, Dee founded Keystone Public Adjusting to bring that experience to the other side of the claim, the policyholder's side.
Before entering the insurance industry, Dee was a middle and high school choir teacher. Music remains an important part of her life, and she continues to work as a professional singer and conductor in Cedar City. Whether she's leading a rehearsal or working through the details of a property claim, Dee believes in bringing people together, communicating clearly, and making sure every piece has its place.

Zach brings more than a decade of experience in property claims and construction to the Keystone team. Throughout his career as an independent property adjuster, he has handled complex commercial property claims across the country, including multi-million-dollar losses. His experience with large and complicated claims has given him an extensive understanding of property damage evaluation, construction estimating, repair requirements, and the coordination necessary to bring significant losses to resolution. Zach has been an adjuster on thousands of claims and brings valuable experience to the team.
Zach’s construction experience began long before his career in insurance. Growing up, he worked alongside his father, a general contractor, on construction projects and developed a firsthand understanding of how buildings are constructed—and what it takes to properly repair them after a loss. That foundation, combined with more than a decade of adjusting experience, gives Zach a strong working knowledge of construction and project management that he brings to every claim.
Today, Zach uses that experience on behalf of policyholders, helping property owners thoroughly document their losses, understand the claims process, and pursue the benefits available under their insurance policies.
Outside of work, Zach is pursuing his passion for aviation as a student in Southern Utah University’s highly regarded Aviation program. He also enjoys spending time with his wife and young son.
